Shibaseki Onsen probably has the best value for money in Beppu. For just 210 yen you get an indoor bath, rotenburo and a steam bath. On top of that, the onsen is located in gorgeous surroundings. Very much recommended!

If you want to take a family bath: it costs 1570 yen for one hour and can be used with a maximum four people.

Side note: Shibaseki Onsen was the 4th most visited hot spring among 13 Beppu City-run public baths in 2012, welcoming 133,100 visitors. It was an increase of as many as 6,000 compared with 2011.
