We were refused quite a few times at Ryokan Sueyoshi, but when we went on a Monday afternoon, we could finally bathe. The lady who was working at the reception was very friendly and she let us use the family bath. With our onsendō stamp card we got 50% discount. 260 yen per person for a family bath is very cheap!
